They provide various indirect and direct health services, entailing community health nursing. State health departments assess, develop, and monitor the health needs and benefits of the populations under their jurisdictions. They are responsible for environmental sanitation and hygiene, health education, and control of infectious diseases. Local health departments assess the health needs and status of populations in their locality, determine if the conditions are well met, and act towards fulfilling unmet needs (Rector, 2017).
